The federal government IS planning on sending people some extra money (for renters and people who receive the GST credit), but they will NEVER ask you to click a link like this, especially one that’s not directly to Canada.ca

No access to CRA online services this weekend
Heads up! If you need to check anything in your CRA My Account, you’ll need to do it today before 11pm or wait until Monday morning. Online services will be down this weekend as the CRA starts to get things ready for the upcoming new tax year.
